Hi, I'm wondering if anyone knows a good place to get some gear?
I'm looking for some sort of chest rig to hold mags,
And a forearm protector type thing that I can use to mount a swarmfire on.
I'm hoping to not splash out too much.
Also do you think it's more effective to run a belt or chest rig for extra mags?

It depends on how many extra mags you're looking to carry, I was running a battle belt with H harness to spread weight with 2 triple mirandas and a large dump pouch at last event, had no trouble carrying 12 x 18s and with the H harness it made the weight quite comfortable.

Personally I prefer a belt. I've got a Viper tactical belt (6), and while it's not the best in terms of build quality, it does the job (ironically my partner's eBay special tac belt from China is far better quality). I can mount 2-3 mag holders on the left side of the belt, and a large dump pouch on my right hip. I can also, if necessary, add an extra storage pouch on my right side in front of the dump pouch (ideal for keys/phone), and there's plenty of space to add extra stuff round the back.

Mag holders are either BSUK triple Mirandas for 18rnd mags, or surplus stores 4 pouches that can fit 4x 12rnd mags in each. So that's potentially either 9 x 18 = 162 darts, or 12 x 12 = 144 darts in total: plus whatever's loaded in the blaster at the start. Though in fairness, I tend to only use 2 pouches, because I find 3 to be a little too bulky and cumbersome to carry around on my person when sprinting around. Plus somewhere around 100 darts carried (plus what's in the blaster to start) tends to be enough for most games.

The other reason I prefer the belt system is that you can easily slip it all off in between rounds, or minimise the setup for certain games. For HvZ I tend to use a Rival Atlas/Apollo, so can fit 4x 12rnd mags in my back trouser pocket and don't have to run any bulky tac gear - perfect for sprinting away from hungry Nombies.

For actually procuring tac gear, BSUK is a good bet. eBay can be hit and miss with size/quality/fitment. Surplus stores are great, but take a few mags with you to find out if they'll fit in various pouches: I have some pouches that will only take 3 mags, while others will take 4 each.

For the forearm protector have a look at wrist supports from sports shops. You can get some cheapo ones that look very fancy with various external protective shells pieces; ideal for bolting stuff too and looking all cyborg.

I would look at some of the loadout threads and see what you like the look of. Loadout thread example.
Personally I only buy my Nerf gear from BSUK as it works, offers custom made for Nerf products and hand made in the UK quality.
There are literally tons of recommendations for kit, if I was you I would buy 2 triple Mirandas, molle mounted, with belt adaptors, giving you storage for 6 x 18's. Those can be put on anything, from a 1 charity shop belt up to a bespoke molle vest.
Worry about the other stuff later.
Forearm mounted crap isn't really my thing but if you must make yourself up like a transformer then I would look at cheap motocross padding on ebay then modify it to suit. Personally I like my arms for holding my primary and loading fresh mags, unencumbered by unnecessary secondaries.

You have to have a load out that works for you, tactical gear is like sex, there's lots of ways to do it, not everyone likes it the same but there's a kink and some kit for everyone somewhere.
